Maybe my lore is outdated, as I'm reading it from here just to confirm what I thought was his lore. It still references summoners and such so it's obviously not cannon anymore but from what this is (as it's all I have to go off of), Jax is literally the strongest 1v1 (human) entity in the league.
Jax > Kayn in the lore simply because Jax is painted to be a literally unbeatable opponent
Honestly I want to say Kayn, but Jax is said to be from Icathia so he's definitely seen some shit. We don't know enough about Jax to really say

We dont really know much about Jax, so, its hard to say.
Pre retcon jax, he was literally uneatable.
Post retcon kayn. He's literally the ultimate assassin, Jax is just a good fighter with seemingly no magic.
is currently fighting with a with another monstrosity of a demon item, and takes time. hell he even needs the weapon to consume him to become more durable, and its clear while it said he mastered a ton of weapons of war, he hasn't used nearly the same items as Jax has tried. Hell, Jax can use his fists as lethal instruments from what we've known. Jax can will himself to take more punishment and actually makes his weapons forcefully hit harder and stronger WITHOUT EVER BREAKING THEM . Take that into account. He has been slamming a lamp post on armor relatively the same strength as 
's with little to no stopping him from K.O.ing his opponent. He even outdueled 
, who can quite seriously pierce through vitals in a single lunge. Kayn can infest his opponent, but compared to a guy who actually not only uses stupid as hell weapons to take out his target, without simultaneously breaking them on anything (fishing pole on solid steel), Jax is superior here. He hasn't only mastered weaponry, he's mastered himself and the laws of physics as we know it.
You probably wouldn't be able to say until Kayn and Rhaast resolved their conflict.
Honestly i feel that jax is simply better from reading his lore. He would most likelybiew kayn as challenge but in the end would ultimately defeat him. For rhasst I believe that jax isnt that desperate as to pick him up but if he were to jax would probably counquer rhaast tho his weapons training and his void corruption.
