IMO, priority is as follows: 1 being high - 5 being not the most urgent but still could use it!
I for one would freaking LOVE more Ezreal tier reworks!!! The champions really need to be cleaned up.

I'd add the following champions to your list, in no particular order:
Although I would argue that the following (which are on your list), could use a full, big VGU, rather than an Ezreal-scale one:
Riot has said that depending on the success of Ezreal’s rework, they will be considering doing more of these small scale vgus
In my opinion Soraka needs an Annie sized Lore clarification. Who are the starchildren? Where is she from? What was she capable of as a celestial before she became mortal.
Varus needs an Ezreal sized VGU, and the one ability change would be to his E. His E Slow and Grievous Wounds is unreliable due to how small the zone is.
Amumu needs a minor VGU, mainly changing something about his W, E and possibly Passive.

Volibear deserves a slot on this list more than like half of these champions LoL
Sorry if this is dumb but what do you mean like change the model and change part of the kit or just change model.
I think Riot may already be moving forward in this direction. The 4 VGUs for 2018 were 
however we also received smaller updates for 
and 
totaling 6 reworks this year.
We are already aware that 
is only receiving a VU or an Ez level update at best next year alongside 
, my bets are we will receive 3 more full VGUs ( and 
Rito plz) and one more smaller update totaling 6 reworks once again.
Personally I'd like to see a full Demacia VU, where they update the models of all the Demacian champs to better reflect all of the concept art we saw of Demacian armies and knights in their lore update.
Holy shit plz give one to Vlad, his kit is great but holy hell is it ugly.

i wish got that similar treatment, animation and VO wise.
needs more than just a visual change. Stuff like attack speed increase and ult passive randomly striking enemies shouldnt be there for a support.
