Some things to note; his hood (though thick-looking) might actually be thin enough fabric that he can see through out of his right eye, however that also lends itself to some difficulties. Namely, seeing everything through black particulates. Though, at the same time, he's left-handed, and likely left-eye dominant; he holds Whisper in his left hand (although he uses its barrel for Deadly Flourish with his right hand), and thus would likely aim off the left side. That being said, he still does place himself at a disadvantage considering he's likely only got three-fourths of his full vision present at most, and one-half at least. Though, the hood underneath is likely meant to invoke asymmetry rather than serve a functional purpose.
