Can male dragons not use Magic?

Going through the Shyvana story, it states that a dragon's elemental rune is passed from mother to daughter. So does that mean male dragons don't have runes? Is that why Shyvana's Dad got rekt? If so, was it a natural occurrence, something the dragons were just intended to have, or was it a side-effect from the Rune Wars?
