I get the feeling you do not quite know what "weeb" actually means.

Man, that sure is an.......ignor-I mean interesting view point.

Weebs are people that imitate trying to be Japanese, either culturally (japanese anime, language, associating themselves with anime characters or Japanese symbolism, etc.) or figuratively (liking anime but not in the context of trying to be Japanese, they're not really weebaboos by original definition, but since weeb is a slang term its used in this instance often).

These skins would be Chinese culture at best and you don't have to be a weeb to appreciate them.

Not only that but skins riot makes are global, maybe they're not meant to appeal to weeb buts actually the Japanese/Asian counteries. Maybe Star Guadrian was meant to appeal to the East rather then the East worshiping part of the West.
