Are Project Skins related to The Glorious Evolution
The champs in the skin line are cybernetically enhanced and they would fit in with Viktor's story, with some siding with him and others joining Jayce's Resistance.

They are not. It was confirmed that PROJECT and Battlecast are not in the same alternate universe, so there is no connection. The PROJECTs are related to the Programs though.
I don't think so, but that's based only on the fact that Mech skins are. Given the Viktor splash. No such link was promoted (that I saw) for Project.
