A French white lady getting this skin makes no sense, the skin line is based on Chinese or Japanese folktales and asian warriors. Over that Fiora with that French European accent looks so ridiculous in this skin.
IMO, Shen would have made more sense than Fiora for this skin line.

And it's a fucking videogame, so seriously, there's no room for that. And Fiora makes sense for it. Shes a fast, agile, and graceful fighter which fits the theme and the legends that the skin is based off of. Compare that to Shen who is not agile, not quick, and graceful. He is a slow tank with one dash, it wouldn't work. Fiora being the fast character who cuts people down quickly fits much better.

This is kinda the same reason why say Yasuo and Jhin both got High Noon skin despite not being "western" champions. How many champs got Blood Moon despite them not being "eastern". Or how say why Poppy has a Noxus skin.
It's not like Riot doesn't know which champ is a stereotype of which real world or fictional region, they know that, they just switch things around to get some spices rolling.
Like, skins by its premise, do not have to adhere to the champs base design. That's kinda what skins are for, to experiment different iteration of the champion's aesthetic appearance in different themes.
You can't identify LoL champions with earthen countries because its a different universe. Fiora has nothing to do with France.
