Hi fellow league players I got one question. Are Shen skins "Yellow jacket" and "Frozen Shen" available for purchase always or they are limited time.
I am asking this because they 'were legacy skins' before rework and only purchasable at snowdown 2015. Please answer I am really interested in buying them :D and making Shen my main. His rework was very well done, can't stop playing him now.
There's a list of "Retired Legacy Skins" (which includes those skins) on the Legacy & Limited Skins Guide. I think that means they were permanently pulled out of the vault, but I'll have to check. I don't specifically remember this happening, but in the store they are listed as "Limited Availability".
I'll poke player support and see if I can get more information, I'll get back with you.
They're both considered a part of the normal Legacy Vault (Legacy skins).
Anways, in case you aren't aware, both skins are currently available for purchase in the store, due to the Legacy Vault being open this Snowdown.

Legacy Vault was unlocked over Christmas though not explicitly announced.
you can get those in Hextech Crafting or when the Legacy Vault opens during special events
