Historically, successful rulers could have a wide variety of personalities. Some were benevolent leaders trying desperately to create a better kingdom. Others were borderline psychopaths obsessed with their own greatness. And the real weird thing is both those types could be either loved or hated by the populace regardless.
Take Alexander the Great, absolute asshole. Complete narcissist, who murdered his own best friend over a petty squabble, cared not one whit about actually creating policy and a stable government, and got his people into wars for reasons that were entirely personal, and often had negative consequences for his own people. And his people loved him.
Or Catherine the Great. While definitely imperfect, she seems to have legitimately cared about trying to help out Russia and create a better world for all her people, including the serfs. And while she is most definitely deserving the title of "the Great" she made more than few mistakes, stepped on a few toes, and with some things completely out of her hands (like a few famines and failed harvests) the end result was that a large swath of her people absolutely detested her.
So to Fiora, I would say she does have an attitude that could take her far. Being dismissive of everyone and thinking your better than them has worked for rulers before. Gives them a kind of harsh mystique. However, she still has to actually have a goal, and has to be successful at that goal. I honestly don't see Fiora caring enough to get in the nitty details of statecraft. Which means that the majority of the work will fall on her advisors not her. So, do we think she has the competence to pick good advisors? I don't know. Do we think she has the knowledge to lead a military campaign? I don't know, but probably not. Winning wars is one of the most consistently successful ways of getting your population to love you. But, learning to be a military leader takes years of training, which I believe she spent becoming the preeminent duelist instead. Do we think she will become some great reformer? Definitely not. Do we think that her life can get dramatized to the point that the people are interested in her? Actually, yeah. I can definitely see people become proud of their warrior-queen. People might enjoy hearing about her exploits and duels.
Is that enough to make her a successful ruler? I don't know. Depends how things shake out.
