Why isn't Devil Teemo at least legendary tier skin?

Pretty much what the tilte says. Well, since he already has a legendary, this skin should be an ultimate. It's Teemo's TRUE IDENTITY, it should be an Ultimate skin.

Because people would moan and complain why Teemo got two Legendary skins back to back.

Because legendary skins are supposed to deliver alternate takes on the champions,this one barely changes anything.

I would like it to be legendary considering I'm a former Teemo main but, I feel like the community and riot would think it's not really fair to let Teemo have 2 legendaries while more other champions need some skins.
