If i had to guess i think its probably Michelle Hoefener. Looks to be the same style(Look at snowstorm sivir) and she did a good job with pop star Ahri before.

Is it just me or does it look similar to the old school pokemon card pictures? (The stance, positioning, etc)
The only thing I find strange about this splash is the part circled in this http://i.imgur.com/Ls73fJq.jpg The circled area just seems strange to me, it looks kind of like Ahri is trying to sneak snacks into a theater.
As far as people arguing about best splash http://www.leagueoflegendsskins.com/images/champions/splash/Garen_5.jpg this is the most glorious splash.
Frankly this is amazing work, and I don't see why people are complaining. Ahri is supposed to be beautiful, that's true. But she's supposed to look like this. Think about it:Challenger/Dauntless Ahri. She's designed to be menacing in this splash, not 100% sexy. I don't see what the issue is with the new base splash either. Don't get me wrong, I like the splash, but the new one is pretty good, and I'd like to thank the creator for that.
I apologize if I come off brash, but I honestly don't see why people hate this or the new base splash.
