Oh and SKT Ryze will be coming out next year, also probably without any changed effects.

has 1 skin that changes his effects, his Ultimate. 35 bucks for a skin that's now only as good as an old school legendary skin, or a new 1350 skin. But you get a nifty icon at least.

wow i didnt realize it but that's true, ryze doesnt have any new particle skins... and since he is a caster the spells would look cool. also ezreal only has 750 and below skins besides pulsefire.

sorry about this ahead of time: why give a skin to champ with amazing effects with such a low pick and winrate that people might not even buy (he might be still OP) but still riot sells>community wants :/ tis the truth just look at my twitch sama no one think about giving him a new skins with better effects :/
