Its probably like last versus, where each path gives a full set of icons, theres some you can buy for special points you get in the event, theres some bundled with the ward set for each of them (this is where those cute animal ones are at probably) and lastly which ever one wins the vote/ most quest completed one and which ever lost will just be unavailable.

hope its not a "winning faction reward" icon. Last time we didnt get that sweet Riven one cause of the edgelords. I rather like it if these icons were available through just the missions.

The majority of those could be quest icons for the event. Unless they're confirmed to be summoner icons, in which case, damn. Don't need that many.
