They all pale in comparison to the popularity of Yasuo, Ezreal, Lux, etc.
I don't like it either, but that's just how businesses work. Why would Riot put effort in to make a good skin for Ornn and the hundred thousand people who would buy it (if that) when they can sell upwards of a million for champions like Yasuo, Akali, Ezreal, and the other popular ones?
Also, obligatory mention, this skinline (True Damage) was inspired by, designed by, and created with the help of Louis Vuitton. It's in both Riot's and Louis Vuitton's best interest to make as much money as possible from it, and the only way that would happen is if the skins went to some of the best sellers. I don't think True Damage Ornn would fit, anyway.
The popstar skins are generally chosen by the popstar singers, so riot likely had little to no say in these champions.
instead of complaining lets do something productive about it! If you're a jungle main and you see a Lux, Ahri, Yasuo or Akali mid, make it your sworn duty to camp the ever-loving shit out of them until they stop playing.

Because one of the matters they take in account in order to choose who gets a skin is popularity. The more played a champion and the more of their skins people buy, the more skins they get.
The singers actually choose their champion. So since they're working with Soyeon again, well, Akali gets another skin.
