He's here folks! Take a gander at his look and kit!
Some design elements I noticed; the cloak's ornate design definetly makes me think of Demacia, and it looks like not only his right arm but both of his legs are prosthetic.
You know, for a Gun called Whisper, it makes quite a bit of noise.
The new Caitlyn skin looks neat. Legendary, right? New model, new particles, new VO.

Sorry, I was expecting more "deranged killer" and less "refined sniper kit".
His design is alright, but it seems so minimalist; he's a masked man in a pancho with prosthetic limbs. He's a cybernetic The Man with No Name.
Man that Passive is one of the weirdest things I've seen in a while. To sum it up...
-4 Chambered Gun, reloads like Graves after the 4 shots have been spent -Last shot does increased damage based on missing health -Crits don't do full damage -Attack Speed doesn't increase Attack Speed -Attack Speed and Crit goes into Increasing Attack Damage -Crits give him Movement Speed BASED on Attack Speed

The only thing I'm disappointed about is that "Dancing Grenade" isn't really a grenade, it would be nice to have even a small explosion with the ramping damage per bounce
His kit seems odd....
Like not what I expected (that's not a bad thing at all), I kind of expected a little more, his design seems eh besides his mask.
I did keep myself away from the leaked splash, so I may have set up my expectations a little too high, however.
Seems rather different, though I wish he was an ap mage gunslinger like a good amount of people thought, oh well.
I look forward to testing him on the PBE.
I'm honestly a little underwhelmed. Slightly disapointed that we were leaked his base skin, but that's just because I had imaged him with a hood.
The large block on his shoulder is probably where he carries his ammo. I'm going to have to reread his abilities all over because I couldn't make sense of them (having a cold and reading them a few minutes before class does that I guess). From what I do remember however, his passive is really confusing. I can't help feeling that Zephyr would have been a core item for him.
Disapointed in that this will probably be played in botlane as an ADC when I was hoping for a midlaner with a gun. I'm probably not going to play him much since he seems to dislike camera lock.
As for where he's from, I'm guessing Piltover. It most likely is the only place to gain prosthetics of complex design and his gun. He also doesn't have enough diesel/bio weapon in his design to warrant Zuan (Piltover is more clockwork tech which this guy is loaded with).
Maybe they'll replace "C" in 
's lore with him.
I'm really torn on this champ so far...
So his passive is like the new Graves passive, which I like, but way more complicated with the other stuff added on. His Q is like Sivir's ricochet, the W is like Xerath's Q with some cc added in, and his E is like a combination of Caitlyn and Teemo's traps. Finally, his R is a combination of Irelia's, which I don't like, and Caitlyn's, which I do. Now there is another passive that was not added in but a rioter mentioned in the comments:
"The reveal is missing something that got locked in too late for localization. Beauty in Death - Killing blows spawn a blooming flower on the corpse that reveals and slows enemies nearby before detonating for damage." --gypsylord
While his kit doesn't seem original, the combination is interesting, and I love the art style. I can't wait to play him when he comes out.
P.S. : Sander Cohen is still far more interesting
Out of all the roles he could be, he's an ADC
I get that it makes sense, but he could be a tank or jungler or mid that uses pistols. Could actually be cool.
Or, a support that heals by shooting allies.
His skills are wicked though.

Hhm... Kinda disappointed really, his kit doesn't have anything that's particularly interesting. On the other hand, given his creator, I'm sure that he'll be very well balanced, functional, and fun for people. I'm just kinda let down he doesn't have any mechanic that's all that new.
