Just lay it on me Riot. Is Swain not going to get a skin until 2018?

As of today, Swain has officially gone four years without a single skin. Since I joined this community back in July of 2014, I have checked the PBE update every other week to enjoy the new skins that you guys have come up with. And each time I hoped that that would be the update where the champ I enjoy the most got his, but it never came. And every so often we'd get hints from Rioters that the reason he wasn't getting any skins was that he had a rework coming out that they were saving it for. And now, finally, we've gotten word of it, but all even Rioters can say is that it likely won't come out until maybe 2018.

This just disappoints me. To know that he could have gotten a skin, any skin, a 750 RP even, in the past two years, but he was skipped because of some possible update that is now far in the future. I see Rioters saying, "don't worry, your favourite champion will get one soon", but I don't think that'll be the case for my favourite champion any time soon. Trust me, I'd buy it. I own all his skins (few as they are) and would buy a new one at the drop of a hat. But now it seems I'll be going another two years with nothing, while other champions, even ones with far older models than his, continue to swell with new skins every year. It just sucks, and makes me feel like Riot couldn't care less about fans of less played champs, don't know how else to put it.
