Can Helmet Bro be the League equivalent of Mumen Rider

Mumen is a C-class hero from the anime "One Punch Man". A brave hero who never overlooks a crime, or backs down from a fight no matter the opponents' strength. He rides around on his bicycle, protecting the innocent from any wrongdoers, even if it means risking his life against much stronger threats. Despite being weaker than almost any hero or villain in the show, he seems to be much more popular than the majority of its heroes.

Enter an unnamed soldier the League community dubbed "Helmet Bro", who appears in some splash arts such as Velkoz or Evelynn. Even in community creations, Helmet Bro is still depicted as being much weaker than most champions (See Helmet Bro animated series).

Wouldn't it be funny if he was somehow more popular than a lot of League's champions in Valoran? I can just imagine him being this absurdly popular hero in Valoran, getting crushed by a champion but somehow surviving?

Can we see something like this for HB, be it from the community or from Riot?

Both of them have a Helmet... maybe... Mumen Rider IS Helmet Bro.

Well the thing is that he doesn't survive; Helmet Bro is a Demacian soldier and every instance of his appearance is just more soldiers. He survives nothing; he's canon fodder.
