How does the apparent change in the path and development of Yordles, going from being strictly 'Living' creatures with their own distinct bodies and such, to the more Fluid feeling 'embodiments of personality' where their appearance is dictated by whomever is looking upon them (Poppy, Kled, etc), alter and affect the Piltover College duo of Heimerdinger and Ziggs? They both are fantastic representations of Science, Engineering and Design, Ziggs is explosively-obsessed sure, but his bombs show LOTS of time spent in design.

Are they, being as famous as they are, locked into one appearance still, or does the visage change depending on the Viewer still?

In theory, anyone can see a Yordle differently depending what state of mind they have. Some may not even see a Yordle, but an small old scientist. (this would be a nice gameplay and story intergration for characters like Corki, who now look more human, but are actually Yordle).

I feel like for the most part, people will see them similarly just because their personalities are so concrete as you said. However, a little wiggle room for variation of perception still exists, I believe.
