Title. I remember a rioter saying that it was delayed due to translation problems, but that it was complete and would be released over the weekend or this week. Is that still the plan?

Yes.
Basically that. Jhin's colour text and Shen's long lore are planned to come out either this week or next week. The issues with those have been ironed out and they're literally coming down the pipe to us as we speak.
