are certain skin colors deemed rare in runeterra or a exotic sighting such as black and brown, similar to nidalee and lucian's appearance? If so, would the dominant skin color in runeterra view this as a rare sighting?

Skin colour on Runeterra is the last thing they would worry about. You have far more serious things like magic, demigods, and spirits to deal with that have drastically diverged Runeterran cultures from our own.
