We felt that Gravelord Azir didn't fit in well with the Zombie/Slayer skins you saw for this patch. That said, we didn't want to scrap the idea or push him a year out for the next event, which is why you're seeing him a patch later. :]
As Pyrodinium also mentioned, this means Gravelord Azir isn't legacy, which means he'll still have two skins available at all times.
Yes it is a good Harrowing skin, which is not bound by any seasonal event. Now if you said the proper term Halloween, then this entire thread would at least be going somewhere.

Harrowing skins are Legacy.
Given that Azir has only one skin as of today, limiting this skin to just a couple of weeks would have been asinine.
I think that the problem is that the "Slayer" skins dont fit well in the Harrowing theme.
