Short answer: yes

Long answer: probably yes, but not because they are evil or somewhat like that. They are just people that lives in a society with established rules. They were educated and teached that way that their little country is the best and you should keep all you s--t inside the country and etc. Demacians are highly confident and demacian society are full of social and militaristic elites that are having a lot of political, cultural and economic power. Of course, demacians are more nationalist than other and see themself like better people. Also, propaganda machine is probablly working full-time for demacians (even if it's propaganda that's not created by the state, but by beliefs that cultivated by people themselves). But on the other hand: we know that trade is banned in Demacia, that no one can trade with Demacia on a global level (and on a local level too), which helps to establish nationalist ideas. But, there are probably some trade. It's just very illegal and underground. So, I think, that layers of society like illegal merchants are not so nationalist.
