I didn't really notice those things till I've watched the close up ( the elbow and shoulder ) . It may have been a problem with the rigging/ skinning ? Hopefully they will fix it till she gets released into the live servers.

Sidenote: Maybe Riot will also do something about her face so that it resemble the actual champion. ( it is not even close to her previous ones ) also they should take out that thing from the corner of her loading screen.

Of course, it looks different from game-height. Zoe's facial expression is actually deformed from the "front" a lot of the time so that it looks nice in-game.

Skin Spotlight uses an angle and zoom not supported in game. The question is whether the illusion of her arm is broken (pun intended) in a normal game, not if it's a little misshapen when zoomed in or when you look at a single frame.
