With Kayn and Rhaast being out, do we expect this??

The release of the new ionian lore, ionian icon, new darkin lore and the ionian event/ darkin event??

Because every release of new champ/VGU there's a currently explanation/update about their homeland/race.

Yeah, Riot is using Champion releases and VGUs for world-building as well. We WILL get at least some Darkin Lore (Sharjo said we will know who is who) and I could imagine we could get some more information about the noxus invasion as well. I really hope they will update Ionia as well... but I'm afraid this isn't gonna happen. We basically got for almost all updated region icons and since nothing hit the PBE yet, I don't think we will get a whole lore update. Probably only Kayn, Zed, Varus and Aatrox, for now. Of course something could hit the PBE today or they could it release it without any PBE updates, but I kinda doubt it.

i get it how not all ionian champs gets an update but how about zed?? or the other kinkou order champs?? will they gonna be updated bestowed that they are mentioned in kayn's lore. but in other circumstances if they are not upfdated in this patch maybe they the champs that i've metntion gets an update in akali's VGU

I wrote above that I think Zed will get one. Varus as well, 'cause they probably will conect him with the Darkin lore. About the Kinkou I'm really not sure, probably not, since Riot really don't wanna touch any yordles. In the Piltover update they missed Heimerdinger and Corki, I don't think it was 'cause they hadn't enought time. Shen already has his lore updated and only going for Akali wouldn't make any sense.

The more I think about it the more I'm confident they won't update the Ionia lore. Considere we recently got 3 champions from Ionia and they basically didn't have any important interaction with other Ionians which let me believe that Riot isn't really sure that to do with Ionia rn. Riot also stated not that long ago that they aren't sure that to do with Syndra, as an example. Another example - Karma and Irelia are important person for the ionian goverment and neither Xayah nor Rakan had any interaction. The same goes for Kayn. Expect Shen and Varus we got no interaction, which is really strange. But I don't work for Riot, so ofc I could be wrong and we could get an full Ionian Update. But I really don't think so.
