Question on the interaction of Xayah and Rakkan

Hey so I was wondering about something Xayah says to garen, she says "after I'm finished with Ionia, demacias next", which is a cool joke and all at garens constant screaming, however wouldn't it make more sense to go after noxus because of how they basically ransacked anything in their way when invading Ionia (which I would assume would include the vastayahn forrest). Also why no special interaction with singed? I believe singed also had a hand in some of that war, and knowing him his "toxic behavior" should've definately earned him a few report tickets from xayah. Not bashing on anything here I'm just curious as to why there wasn't really many interactions with more noxians and those involved with destroying parts of the vastayah.
