@Riot, is Swain still on the list of champions that can receive skins?

Just wondering. I know Dragon Master Swain is a no-go for the time being, and that's fine, but he's still eligible for something, right? He just got this tuning to his gameplay so there likely won't be a champion update in the works for him until at least next year, I believe. So can he still be expected to receive one?
