Because it wasn't made by riot themselves but I must admit it looks very nice
They also don't have alot of art of things they really should have. Like the wyvern riders from the Demacia update, that's something we need to see.

Also this is just a concept of the armor, it being a concept probably displays that is it was not a final design chosen to be displayed.
Maybe they're not promoting it because they know that would be horrible armor that would restrict movement in a way no warrior would want?

Looking at the warrior, the background isn't complimenting the universe and it's a concept BTW. The description says so.
The way that his armor and face are like it reminds of the Grineer from Warframe lol, also because the artist works at Riot it doesn't mean that all of his/her arts are official, they can still be individual arts published seperately from the company
