The front is stolen mana pots. What you don't see are the Tear pots along her back where she stores the hopes and dreams of all former blue pot users.
i always figured that skin was a Warcraft reference. Like maybe its lux as jaina. especially given the clearly Warcraft shape of the mana potions,

so glad they didnt ruin the splash, it's her only skin that i actually like, since it's one of the only 3 that isn't too cheery... and it's the only one out of those 3 that i actually like (i hate Imperial and Commando is eh..). props to Riot for keeping the feel of the original splash art while still making it vastly superior! ^_^
Indeed she did, and this splash art depicts Lux going onwards to take away the tome full of Veigar's spells.
No wonder 
can no longer generate mana via his passive since the mage rework, Lux went out of her way to not only take away the mana pots, but mana regeneration as a whole as well.
