Urgot - Question Regarding Zaun and Noxus

Urgot's bio references Noxus and Zaun, as if they are located in close proximity. In the Piltover relaunch, it makes mention of Piltover being a cultural epicenter of Valoran, overlooking the district of Zaun. if Noxus is near Zaun, and by extension Piltover, why wouldn't the Noxian army be trying to exercise some sweet Noxian colonialism?

They are already trying to infiltrate Piltover. You just have to keep in mind that Piltover is extremely powerful for its small size,simply because it has access to all that technology.
