I hope it is Rammus. And I want to see the next champion teaser, I am so curious from which region she is going to come from. :(
When you take into account all the factors, there are a lot of champions that need some level of visual update. Ether it be a complete one, or just model, or even just textures or animations. There are still at least 5-10 years worth of champs to update.
Pick one, all of them need some level of love.
The next VGU is most likely a jungler. Riot has been reworking a jungler in between every other rework
