@Riot What is the process for choosing which Champions get new skins?

I mean with so many champs and skin ideas, how do you guys whittle it down? [besides popularity, that one's pretty obvious]

How important is time since a champ's last skin?

I'm honestly just curious at this point because I've been looking at too many fan made skin ideas.

One of the key things is that Riot likes to give every champion at least one skin every year. This obviously does not count the VU-list champs, like Yorick, but it gives a general idea on what is still going to come out this year.
