She should be a Zaunite Hero like Zac.
Not a reformist.
She's a former Zaunite street rat who, when discovered to have the wind powers so powerful is considered an avatar of the wind and uses her position to help other street orphans in Zaun as well as help promote safety standards in Zaun by appealing to Piltover and helping them advance and using them as a way of leverage to force Zaun to rexamine their methodology.
I wouldn't want this to change. I like Janna how she is: beautiful, sexy, temperamental, good person who uses her cunning to help people but is not the blonde bimbo people seem to think she is. I imagine it's because of that joke, and how little characterization she's received over the years ever since the JoJ stopped being produced.

I'd say she should be rather independent,but still connected to zaun and piltover to some extent.
I like her as a Zaunite reformist. Sort of like where I'd like them to go with Riven's story. I think she could get along pretty easily with people like Zac.

She fits in pretty well with Pantheon and I could see Alistar getting placed there too
