Her lore never cited her having any hair changing effects like Diana or Ashe. To my knowledge and headcanon i'd say she's probably just born with whiteish hair.

She used to be blond (Freljord Ashe), but she got stuck in a extremely heavy snowstorm while with some of her tribe. The storm killed everyone but her and her hair was turned white because of it.

It was a part of Ashe's very old lore. The Freljord Ashe skin therefore counts as a "Lore" skin, in that regard. As an aside, the incident in the snowstorm, when Ashe was still a mostly young and untested leader, was the last time Ashe wore pure white, as the color is a symbol of victory to the Avarosan. Though I can't recall if it was before or after Ashe received her True Ice Bow in the old lore.

I mean, if you look at Ekko, Fiora, and Vi, it's pretty clear that hair dye is something that does exist in the League universe.

Maybe that's Singed's new market, now that the whole chemical weapons thing isn't as popular anymore.

Skins arent cannon. Some of Sona's skins have different hair color.

Ashe has White hair due to true ice. IN FACT in taliyahs QA someone asked why has freljord tal White hair? answer was: because true ice does something with your hair. ashe liss seju and freljord tal use true ice as weapons( Magic ) and have White hair

Well, I guess you go from the S&F Story, where it was mentioned. Now I suppose current Olaf still uses Steel Axes ( remember, he will probably receive a VGU one day), and S&F gave us some hints about how Riot would visually design Olaf now ( Only my assumption), so it might be that he will receive White hair. FURTHERMORE, I dont know in what way True Ice affects you, because it could be that you need to physically touch it, like Ashe´s bow, Sej will probably also touch the true ice part of her Bola, liss is basically infused with true ice ( although the corrupted Version) while Olaf, if I remember it right, only has the edge of his axe(s), dont know if he still got a 2nd one, is made of true ice so it could be that, since he probably wont be touching his axes blades, he is not having any contact with it, thus keepin´ his normal hair colour. Wish a rioter would shed some info on this but i suppose this will not happen, and if it would, it would be a shady answer that will leave us still not knowing jackshit. THIS IS ALL MY PERSONAL OPINION ON THE MATTER. All I know FOR SURE is that somewhere around tal´s release some Rioter stated that true ice does affect your hair... somehow.

BONUS: in my headcanon, which is as retarded as Kled on MushroomJuice, the Project Skins are powered by true ice shards, unleashing their immense power into the circuits sustaining them almost endlessly, dat why they got White hair. course, this is as realistically as the "world leaders are lizardpeople" conspiracy.
