My theory is that mana problems only arise when abilities are unhealthy to use regularly in lane, which is why they end up being gated so harshly that activating them in appropriate situations drains you too quickly. It's clear that Taric's Q is a major pain point in his kit, as its heal has been lowered so that its 45-second, 3-charge heal has a lower base value than a single Soraka W, all while having a mana cost so high that it can only be balanced around its 3-charge activation, as sinking 140 mana into a "spammable" heal will do nothing but drain him extremely fast.
Right now, I think the main issue with Taric is that he's supposed to follow up any action with an enhanced auto, but that doesn't feel impactful enough for him to go all-in in most cases. Having him refund mana with Bravado could help push him towards a much more interactive pattern, but in the end that part of his kit doesn't quite mesh well, as he still mostly just hangs back and only goes in when he lands a stun.
While manaless fighters tend to be unpopular due to how they feel like they "cheat" on resource management, I think Taric, along with supports as a class, could afford to be manaless: unlike solo-focused champions, who don't really have anything to manage but themselves, supports already have at least one ally to watch over, so they don't need resource management on top of that as an extra gate, particularly since their itemization ends up turning them into pseudo-manaless, spammy casters anyway. He might need changes to his Q to be healthy as a manaless champion, but otherwise I think removing his mana gates and putting extra emphasis on proccing his innate would benefit him immensely.
