This could be simply explained with new BC Urgot being an improved version of the previous one. So the one in this splash would be the one before the upgrade and the new one depicts him after the upgrade.

Maybe he still deploys that model of Battlecast Urgots and hasn't invented the latest version yet?

That splash art reminds us to never forget our Urgot. He have been gone almost year and i'm still missing him. Never forget my main and my friend

yeah that splash has quite a few things off, besides Urgot there's also KogMaw who's design was based on the tech demo version and not his actual in-game one. Of course there's also Velkoz who is in the background before his reveal and if it is supposed to be battlecast then there's a few things off cause it almost appears as his base skin.

Of course as mentioned before, they could be prototypes before he got their final versions.
