Is there a way to change VO of league legally?

Not even sure asking on this board is correct, but its about the in game sound so here it goes.

As title, I want to try to play league in Chinese, and or Japanese VO. But since I am in Canada right now, the VO is in English.

I have seen ppl said this is allowed and not allowed. So I am kind of confuse. I found this: https://twitter.com/RiotSupport/status/511961111780814848 Which a Riot support sort of gave it a ok. But that is like in 2014, a lot of things could have changed.

Any kind soul have any idea on this matter? Basically anyone know if this is allowed or not? Would it get me banned? If its allowed, what would be a simple way to achieve this?

Just install lvoc and it's simple as that

Changing language is literally swapping wpk files

Making new vo is editing

Both are not bankable in anyway
