I think they have some sort of cars in Piltover. One is shown in the background of Debonair Jayce.

Wukong rides on Nimbus. Rek'Sai has her own subway system. Vlad, Grag and Brand have Harleys. Brand's bike is modified to function off his unique body. Annie has a bicycle. Heimer has a Segway. Jinx rides on a Super Mega Death Rocket.
