When I buy the new chromas that are 295 RP, if i don't have the orignial skin is it still 290 rp?

lets say i dont have cotton tail teemo, yet the chroma is 290 rp, do i still have to buy cotton tail teemo? or can i just buy one of chroma without the cottontail teemo skin
