@Riot suggestion for custom skins

Personally i think custom skins are sweet, but only you can see them so why not make a monthly 5/10$ fee for people to use custom skins, this mean you'd be making money and the people who pay can use custom skins for all to see but there would have to be a process behind this.

(For making a skin)

1. Pay the fee and unlock a code to use a program to make skins
2. Upload skin to be reviewed by riot (So we wont see any racist or offensive skins)
3. If accepted your skin will be on the custom skin market place (They should also be able to update the skin)

(For using skins)

1. Pay the fee and unlock the custom skin market place
2. Chose any custom skin and everybody can see you play with it
3. You can also rate the skin after your first match with it, just to give feedback
