New champion concept (unique)

Why dont we create a champ that its ultimate that encloses champions within a limited range in a box like camile ultimate or kindred's ultimate that gives urf cooldown?

Explanation "Lets make it a bit like Camille/kindres , she uses r, there are 2 enemy champs and 2 allies in the ultimate range . So after she uses R > only champs within the range ( both ally and enemy) ³, they get urf cooldown but still limited mana" champs outside the range "box" they get normal cd and they can attack champs inside, so do the champs inside can attack the outside.

So we small urf battles in normal games

It's not perma, it is for a limited time when the champion R is casted. + it is not totally like urf, you will have limited mana. For energy champs, they will get the capacity increased 25% so they can use skills more during the ultimate duration.

Ye, i know. As i mentioned it is that forever, it will be just for a limited time, you have pros and cons, depends on how you use it. Lets say for example the champ ultimate lasts for 10 seconds so he only gets urf cd for this limited time, and if he gets out of the range, his cd will return back to its normal value
