New champion concept (unique)

Why dont we create a champ that its ultimate that encloses champions within a limited range in a box like camile ultimate or kindred's ultimate that gives urf cooldown?

Explanation "Lets make it a bit like Camille/kindres , she uses r, there are 2 enemy champs and 2 allies in the ultimate range . So after she uses R > only champs within the range ( both ally and enemy) ³, they get urf cooldown but still limited mana" champs outside the range "box" they get normal cd and they can attack champs inside, so do the champs inside can attack the outside.

So we small urf battles in normal games
