Passive: Mysterious Veil (90 seconds per champion cooldown)

Every time an enemy champion uses an active skill against Fil, there's 30% probability that it will "Disable" (Can be countered by summoner 1 or item 3140 )that skill, stopping that skill's cooldown from decreasing for 10 seconds .

Q: Fire Rush CD: 10/9/8/7/6 seconds / Damage: 40 / 60 / 80 / 100 / 120 (1.4 / 1.5 / 1.6 / 1.7 / 1.8 AP) Magic Damage

Fil charges forward after igniting his body. If he hits any enemy champion, his Armor, MR and Speed is lowered 33% until its CD is over.

W: Fairy Ball CD: 10/9/8/7/6 seconds / Damage: 50 / 80 / 110 / 140 / 170 (1.3 AP) Magic Damage

Fil unleashes Fairy balls in the targeted area after 1 second delay. If he hits any enemy champion, His AP is reduced by 50% until its CD is over

E: Fairy Flare CD: 7 seconds / Damage: 100/ 140 / 180 / 210 / 240 (1.4 AP) Magic Damage

After channeling for 2.5 seconds Fil unleashes Flare in targeted line, dealing damage and slowing all enemies by 30% as well as reducing damage output by 50% for 3 seconds

R: Fairy Haze CD: 80 / 70 / 60 / 50 seconds (Storing up to 2 charges)

Allows him to use his next basic skill without any demerit or condition.

By the way, Fil is no cost champion and melee

Hey there!!! Nice to see you made a Fairy champion!!! I for one love the Glade and its cool to see others share my interest ^^

I do however, have some comments on the kit.

First of all, the passive sounds VERY cool (maybe the coolest part of the kit) on paper...But RNG's are actually very unpredictable and rarely ever done in the game...Critical hits aren't even REAL RNG's...One of the few random passives in the game is TF's passive with bonus gold, and then its still only like 2 to 5 extra gold per minion killed...Try and make it less random, since this unpredictability makes it impossible to build a strategy around, both for his own team as for the enemy team...

As for the rest of his kit, the negative effects...are for himself? Well...thats sure is a bold and unique way to go. I'm getting the vibe that you want a "high risk high reward" champion, which is very cool, but as of now it just feels like high risk with high consequences...Maybe make the consequences negatable under certain conditions (and not jus when activating your ult).

I'm also not sure where you want him to play...What is his role in the game? What is he meant to do? Is he an assassin? A fighter? Both could work I guess.
