The art is good, but to be honest, I'm sure that Riot has so many Ahri concepts that they wouldn't be able to design all of them even if this game lasted for another 100 years.
Name suggestion: Vastaya Ahri
My first thought was that this could be some form of bride dress for Vastaya. I like it, she looks beautiful.
That's like a chroma rather than a skin, or a cheap skin at best. As most of the aspects seems unchanged from Classic, just slightly altered.
And really, Ahri has too many skins.
