Should the new Omega Squad Teemo emblem be included w/ the purchase of the Omega Squad Skin?

I can understand offering the emblem separately from the skin itself, but for the price of the skin it would be a nice added perk. If it weren't for previous skins coming w/ the emblems, I would not even have mentioned this.
