Make map Skins a thing

We always enjoy when that temporary map change comes around for special events, but why doesn't riot make it a permanent change. One example could be the Arcade map, make it possible for me to either Buy the map, probably around 1250 rp or more (It is a full make after all), or make it free/earned through the quest. Maybe, "Earn 20,000 gold using an Arcade skin in one week" or something. i just think it would be fun to be able to have that little option to change the map around aside from wards. Announcers voice too. But for announcers, what if you could buy character voice packs, like the ahri announcer. But with different champs. I would LOVE an evelynn or Leona announcer.
