Before we go any further I would like to say though it's a slight chance I give riot full legal rights of they choose to implement this champion, if they recognize that it started on the forums and is a fan based champ, and if they use the concept art for even a base of her appearance I would want some recognition even if it is a simple email from riot stating they are using it for inspiration. That would be wonderful for a portfolio.

-Lore-

As Lissandra continued to warp the minds of tribes in the Freljord, she knew that while undercover she would need one to do her true bidding, to keep the fear of the watchers alive and destroy her enemies. There was one young girl in the village she led in disguise that was unlike the others. She loved her leader and believed her to be the best chieftain the village had ever seen. Kaie would follow her chief to the ends of Runeterra and hoped one day to be her successor and learn from the vast knowledge she held. Lissandra kept a close eye on Kaie, seeing a spark of greatness inside her, and began to hatch a plan to use her.

Kaie lived in a small cottage with her mother and father. Her father ran a shop down at the market that sold woven fabrics, courtesy of his beloved wife who stayed home and fixed these fine garments for sale. Kaie, however, chose none of what her parents did for a living. Instead she wandered about the market looking for odds and ends that she could afford. She ventured through the valley close to her village many times a day to see if the snow held any secret items of forgotten fortune.

As early morning rose, so did Kaie, ready for more adventuring and exploration. Once again she ventured far and wide and found very little. But to her surprise on her walk back from a long day of tales she found something most mysterious; a tiny shard of dark ice that she found mesmerizing. As she lay in bed that night, to her wonder, it glowed an eerie gleam of deep blue across her bedroom. 

The next morning she awoke to a cold shiver running down her spine that she had never felt before, even for that harsh winter of the Freljord. To her horror, the ice shard had grown and fused with part of her hand, and she could no longer feel it. The shard latched to her hand now throbs with light and grows just enough to cover her whole hand, and is now sinking its way into her veins. After several hours of pain she starts to hear the voice of a woman that sounds unfamiliar. She knew not where to go, so she listened to the ice. It guided her through the valleys that she had searched and through the foreign lands that laid far beyond her now desecrated home.

She finds her way to a bridge leading to a castle of stone and ice. Over the bridge she goes, stumbling through the structure's doors. Lissandra, amazed at the lengths she has gone to to get to her despite being only a mortal, could see that she was a determined one. She knew she had chosen right, so Lissandra sent magic coursing into the ice to complete Kaie's transformation. What she didn't realize, though, is that by doing this out of her own need, she let this need be poured into this vessel on top of Kaie's own.

When Kaie first came to and began to do her bidding, Lissandra could not be happier with her work. She had carved a perfect soldier of her very own, to end those whom she saw as standing in her way, while being able to continue her own devious plans. Soon, however, she began getting reports of Kaie's killings that she had not ordered. When brought in for questioning she simply stated "I am eliminating threats you have yet to see." Lissandra determined she needed to rein in Kaie before she drew too much attention. 

For a time, Kaie stayed and did as Lissandra bid and no more. One day, however, her need to protect and do as Lissandra needed overwhelmed her. She decided that Lissandra no longer saw or knew what she really needed to win back the land she so craved to rule. Having heard of the recent whereabouts of some of Lissandra's greatest enemies, Ashe and Sejuani, Kaie struck out to enter the League of Legends, to put and end to the rule that held her beloved leader back from sure victory...

-Appearance and Mannerism's-

Growing up living in, and exploring the Freljord Kaie gained a lean toned body, while still maintaining her femininity. When the spell came over her all her features hardened and became as sharp as the ice that found it;s way into her soul. Her skin now has a deathly blue pallor, and her eyes glow blue with the power swirling inside her. Her armor and blade form from the true ice that stole over her body.

Kaie is now very strong willed, cunning and ruthless. She was changed into the perfect soldier, save for one thing. Her amplified need to empower and protect Lissandra, it became so overpowering she will even dissobey a direct order from her if it means protection or victory for her. She will not stop at anythign to destroy any and all adversaries, giving even Sejuanies brutality a run for its money.

In her new look her skin will be darker, I will be adding some glowing veining like lissandra's especially were her sword now connects into her arm, digital is still in progress and will take a bit of time.

-Abilities-

Passive- Whatcher's Shell: Upon taking damage from any basic attack Kaie's skin freezes over for 5 seconds, reducing the damage of the next attack (basic or spell) by 10%/12%/14% at levels 1/ 6/11 and stacks up to 3 times before resetting. Once reset it is on cd for 7/5/3 seconds at levels 1/6/11 again. 

[Q] Winter's Edge Kiae's blade turns to true ice spreading through her body for 3 seconds, channeling the fury of the winter frost into her attacks. As the power of the watchers flows through her she gains bonus 10/20/30/40% armor and magic resist. Her next basic attack within 3 seconds deals 20/30/40/50/60% bonus ad damage and stuns her target for 1/1.5/2/2.5/3 sec as well as slows her target's movement speed and attack speed by 10/15/20/25/30% This slow decays over 1.5 seconds. CD-12/11/10/9/8 Mana cost-45

[W] Snows Tempest Kaie brings about a small storm to encircle her blinding all champs in a range of 300/400/500/600 for .5/1/1.5/2sec. Within the storm small ice shards slice at Kaie's enemies dealing bonus 35/40/45/50% of her overall ad. (looking to focus on blinding closer range but be able to reach some range champs as well) C/D 16/15/14/13/12  Mana cost- 60/65/70/75/80

E-Ice Worn Path- Ice spreads below Kaie as she speeds forward in a dash towards a chosen target at a distance of 600 units, the path left in her wake slows all enemies that cross it by 10/20/30/40%. If she strikes her target she stuns her enemy for .5/1/1.5/2sec and deals 50/55/60/65/70% AD. (this will be a skill shot, and can pass through terrain) CD-14/13/12/10/9  Mana cost-60

R - Winters Cleaver - Passive(Winters Wrath): Slowing affects triggered by Kaie may stack without diminishing returns, but slows outside of Winter's edge have no speed bonus return to Kaie. Once an opponent is slowed to 75% or more they are frozen stunning them for 1/1.25/1.5 sec. After a target is stunned, they cannot be slowed again by Kaie for the next 10 seconds. Active: Kaie uses the magic instilled in her to extend her simple spiked katana into a terrifyingly elongated sword that sweeps through all enemies in its path. She gains bonus 30/35/40% AD for the duration of her ultimate.She raises it and strikes through a target area 4 times at a distance of 400/450/500, this is sweeping attacks that damage all in the set cone area of 65/70/75 degrees and slows all enemies struck. This also slows all opponents struck by her blade by 20/30/40% (wedge like area of damage, not a full semicircle, also the blade simply elongates into a sword like Sephiroth's from final fantasy) Base AD: 80/85/90 Cd-140/120/100 Mana cost 100

-With Lissandra- "We shall bring upon a new era my Queen, yours!"

-Recommended Items/Build- Kaie is set to ba fairly tanky with good ok sustain and great slows. I believe items such as  -Frozen Heart, Randuins Omen, and possibly a Spirit Visage or G/A are great for building up her tank side. For offensive She needs a bit of sustain and for both O/D she needs to capitalize on her slows so -Frozen Mallet, Zephyr(to land more slowing strikes and control/chase down opponents), hydra or blade of the ruined king for a bit of possible life steal (all input is welcome here especially)

-Skins- Due to get connection with Liss I decided to make her first skin bloodstone. This is only the initial sketch and color and I will add digital later. Also her sword now comes from her views and is a part of her, if it gets positive feedback I will be adding it to her base skin as well.

HOLY CROWD CONTROL, BATMAN!

Seriously. Let's look at this. 3-second targeted stun on an 8 second cooldown on her Q. 2 second AoE blind on her W. 40% AoE slow + 2 second single-target stun on her E. INSANE passive on her Ultimate, which procs another stun, and a 40% AoE slow on the active, which easily translates into an AoE 1.5 second stun.

That's a potential 6.5 seconds of hard CC + 2 seconds of blinds on a single target: significantly more than Alistar, Nautilus, Blitzcrank, Thresh, or Leona.


But that's just the tip of the iceberg. Your abilities are super overloaded. Let's look at just the Q.

Firstly, it's an enormous stun on a low cooldown. Not good. But it's also a 60% bonus damage boost, a movement + attack speed slow (does this apply AFTER the stun has worn off? If not, it's useless), AND a 40% defensive steroid. For 45 mana, on a low cooldown. It's simply WAY to much.

Your W is an ENORMOUS AoE blind + damage ability, and probably strong enough to be an Ultimate with a tiny bit of modification: after all, 600 range is bigger than Amumu ultimate. It does deal pitiful damage (35% of your overall AD will be something like 20-25 damage at first level). That said, it scales AWFULLY: If I take this at level 3 it's a 300 range .5 second blind on a 16 second cooldown, and deals about 25 damage for 60 mana. This one needs a complete rebalance to make it useful early on and not so team-fight winning at later levels.

The E is actually fine, although I'd up the cooldown and give the spell base damage with a consistent AD scaling instead of the odd damage it has now. I'd also just make the stun 1 or 1.5 seconds at all ranks: no reason to scale up ALL your crowd control durations. Gives the character a nice 1-point-wonder as well, and most kits need one of those.

The Ultimate passive needs to be cut entirely, as it shatters a consistent rule of the game. It would actually be better to simply say that her abilities that slow the target apply a debuff named "Creeping Ice," and that applying a second stack causes them to be stunned for X amount of time. It gives the added benefit of simplicity.

Still, that's probably too much CC on a kit, ESPECIALLY if both the Q and the E stun, and the W keeps it's blind (spoilers: three basic abilities with CC is a no-no, especially if two of them are hard CC...unless you're nothing BUT a tank build around peeling power).

The passive is adding insult to injury, since it gives her immense durability...which her Q and massive CC already give her. It also doesn't work as written: each stack prevents the NEXT attack, which means the attack would consume the stack, meaning that the ability can never stack past one application. You need to clarify how this works.

OVERALL THOUGHTS

This kit needs a HUGE revision. There's a ton of AD scaling, making me think you wanted an assassin...but the sheer amount of free tankiness and MASSIVE amounts of CC scream that this characters is meant to be the single most powerful CC machine in League of Legends. Most of the abilities are overloaded or overpowered, and, as such, there's no way I can say this character is currently a good candidate for League. She needs some SERIOUS toning down.

What is she even supposed to be? Assassin? Melee carry? Bruiser? Tank?

Absolutely! When you do, simply write something saying that you've updated her and I should get the message (one of the things the Boards are really good for!). If you want any thoughts on input along the way, feel free to ask!

A few thoughts:

Bruisers normally get at most 2-3 forms of Crowd Control, and rarely more than one form of hard CC. Almost all the exceptions to this area much more firmly on the "tank" side of things than the "Bruiser" side (save for Xin, who gets a knock-up and a knock-back, and Riven, who gets a knock-back and a stun). Slows are common, as are knock-ups and/or stuns of varying duration (typically on the shorter side).

Since you're about sustained combat, you need abilities that encourage that. Burst damage and huge chunking abilities aren't as much the order of the day as abilities that let you duel over an extended period of time or stick to a target. Scaling for Bruisers should be heavily on total ratios, base damage, and/or their maximum health, as high bonus AD or AP ratios will encourage building raw damage when you really want to encourage a mix.

So let's think about Kaie. We want a Bruiser/Fighter ice warrior, which probably means we'll want some serious sticking power. She's a sword-wielder as well, so we'll see if we can work that in there.


So here are some ability suggestions, off the top of my head.


[Passive]: Winter's Edge Kaie's blade is coated in True Ice, causing her strikes to freeze her target to their core. Every time she damages a foe with a basic attack she applies a stack of Frigidity, up to a maximum of 5. Her attacks and abilities have increased power against targets with stacks of Frigidity. Stacks disappear 5 seconds after Kaie last damages a target.

Kaie gains 2 / 3 / 4 / 5 / 6 / 7 points of Armor and Magic Resistance per stack of Frigidity on enemy champions or large monsters within 600 range, up to a maximum of 10 / 15 / 20 / 25 / 30 / 35.

This is a passive that sets us up as a sticky bruiser. Since our abilities have extra effects on targets, it lets people know that they never want to get into an extended duel with us. It's basically a great way of saying "I get stronger the longer you let me hit you. Run. Run NOW."


[Q]: Cold Steel Kaie strikes out, stabbing her target and sending frost coursing through herself and her victim. She resets her auto-attack timer and her next auto-attack deals 20 / 30 / 40 / 50 / 60 bonus physical damage, plus an additional 5 / 10 / 15 / 20 / 25 per stack of Frigidity on her target. Kaie also cloaks herself in a shell of hardened ice, shielding herself for 30 / 55 / 80 / 105 / 130 damage (+20% per stack of Frigidity on the target). The shield lasts for 1.5 seconds or until depleted.

Cooldown: 8 / 7 / 6 / 5 / 4 seconds.

This gives us a nice, constantly usable damage boost, which spikes really high against a target we've got pegged with Frigidity stacks. It really punishes people for continuing to duel Kaie (since it'll eventually hit 185 bonus damage and a 260 hp shield on a regular basis), while still being somewhat useful on its own. It also lets us build up Frigidity stacks quickly, which is pretty important.


Kaie creates a small burst of snow at the target location, dealing X magic damage, slowing enemies by 25 / 27.5 / 30 / 32.5 / 35% for 2 seconds, and applying a stack of Frigidity to targets caught in the blast. Targets who already have Frigidity stacks on them are additionally stunned for .1 seconds per stack of Frigidity.

Cooldown: 12 / 11 / 10 / 9 / 8 seconds.

Here we have a way to start our combo at range: we can slow the target and walk into range, or we can use a W + E (see below) combo to initiate on an enemy.

[E]: Glacial Surge Kaie dashes to target location, dealing X physical damage and briefly knocking up enemies along the way. Enemies with Frigidity stacks on them are slowed by 7 / 9 / 11 / 13 / 15% per stack for 2 seconds after the knock up ends.

Cooldown: 16 / 15 / 14 / 13 / 12 seconds.

This gives us a strong gap-closing ability that can be used either to close with a target initially or used to seriously impede the chasing capability of a target we're already engaged with: at it's maximum rank it can be a knock-up + 75% slow for a target with 5 Frigidity stacks on it, which is really hard to recover from.


Again, just some ideas playing off the ice theme and the idea of a frost-based Bruiser. Maybe you can find some inspiration somewhere in my ramblings.
