Can LoL get a Vindicator (Hon) or a Silencer (Dota2) type character?

I don't exactly know what the specifics would be in terms of skills or states but the overall theme of the character would be someone who can mana drain and silence. The champion would be a mainly a mid AP hero but can be played as support. The character would be likened to Soraka in terms of AP build, movement speed, cooldowns, health, and mana regen but the skills would be something like:

Q: AOE target area casted spell that deals damage based off of 10/20/30/40% of AP + steals 5/10/15/20% of AP from enemy champs caught in the targeted area W: Target select enemy champion to channel drain 10/20/30/40% mana from enemy champion. The channel can be cancelled by the player or enemy champions E: Enemy target select for 1/1.5/2/3 second silenced and slowed by 15/20/25/30% from their movement speed R: Global silence for 3/4/5/6 seconds

Just my personal thought. I'm sure this idea has been mentioned long and frequently before but what does the community think?
