Make the Spectator Client Available to Everyone (Custom Games Only)

I recently played a live tournament at my school. We had a table for each team with a projector screen in the middle, facing the audience. I absolutely loved the atmosphere and the experience. However, the three minute delay was extremely frustrating. It is so weird to make a big play and have to wait three minutes for the audience to react. It creates a rift (haha) between the players and the audience, reducing overall enjoyment for everyone.
I realize Riot has addressed this in the past, saying that changing the three minute delay for custom games would require some serious (and possibly dangerous) changes to their engine. My proposal is this: allow us the option to download the spectator client used by the pros. I realize it can be buggy, but this would remove the need to change the engine while still facilitating what so many tournament venues need.
List of restrictions:
- The client can only spectate a game if it is added to the custom game before the game begins
- The client would only work with custom games
Now I realize that this may be easier said than done. I have no clue how the spectator client works and what would have to be done to safely release it to the community. However, I see this as the best solution to the problem that all tournament venues and college clubs have currently. I would love to hear a rioters thoughts on this!
