So they rework Zac...but he still only has 2 skins?

So, I've been a Zac main for as long as I can remember. He was the first champion I got and have loved him ever since. However, it's pretty disheartening to see all of this attention being drawn to him recently with the results of it not making too much sense to me. I didn't see anything wrong with him before, he had everything he needed to be great, as long as there was a great player behind him. Riot hasn't done much of anything with him since the pool party skin until that first change to his 'e' where they put the target down (which I'm still upset about). Then all of a sudden he gets a rework? Why? I've been waiting years for a new skin but instead I'm greeted by a different voice and abilities? I'm more than a little disappointed. I've been waiting for the day when he finally gets his 'suit' or maybe something even cooler, like a Darkstar skin, where he fragments into darkstar energy or something. I don't know, maybe I'm just a whiny little turd but this just seemed unexpected and unnecessary. Oh well. If anyone else has any opinions, please share!
