Been waiting like 3 years for this skin! What happened to Dragon Master Swain!!

Morellono stated it was cancelled. He also stated that it started a new policy where they wouldn't tell the public what projects were being planned in the event that they got cancelled for some reason. Most likely, they determined that not enough people would buy the skin and didn't want to invest in it, or they determined that Swain was doing bad and needed a VGU before skins were made. Either way, it's cancelled.
I'm fairly certain it was officially canceled awhile back.
Nothing happened, its a skin concept not anything official.
Swain Main here, I forget but, fairly recently I saw a similar thread with a comment from a developer stating it may be out in 2017.

We haven't forgotten about this skin OP (TheBravoRay, skins-team's Swain super-fan, talks about it weekly). Not sure when it'll finally happen, I hope we can do it in 2015 but I can't promise anything.
Swain needs a badass legendary skin and giving him some awesome Dragon transformation anims would be really fun. Hype hype hype. I wanna animate dragons.

Just so nobody has any new expectations that will get crushed: Dragon Master Swain is not slotted for production at any point in 2016 currently. There was a glimmer of hope for the skin in 2015 when I posted that, but it wasn't able to happen.
