Most likely, they determined that not enough people would buy the skin and didn't want to invest in it, or they determined that Swain was doing bad and needed a VGU before skins were made. Have no idea where u get this information. The last time we heard about this skin was from Riot Whist as following

If you meant this post, The quote meant in different way of your post. There are HUGE different of being "Canceled" and "Shelved"
As for Morello's thought concerning this skin. Last time I check, He was hesitated and said that he would ask skin team for us but no more info from him since. Sorry but this case I can't find a source.

Swain is on the list for a VGU(and thus unable to get skins,especially not those with special effects) because they consider his kit not very good from a design-perspective.

Sukishoo2 votesNo, no it wasn't. It's still gonna be something that they make. They never once said it was cancelled. They've just said that it won't be seen in 2016, as we've now learned this years Ultimate skin is indeed Elementalist Lux.
They are most likely waiting for a VGU before they do this skin for him, since they've said he's on the list.

We haven't forgotten about this skin OP (TheBravoRay, skins-team's Swain super-fan, talks about it weekly). Not sure when it'll finally happen, I hope we can do it in 2015 but I can't promise anything.
Swain needs a badass legendary skin and giving him some awesome Dragon transformation anims would be really fun. Hype hype hype. I wanna animate dragons.
