League doesn't have a Champion based solely on snow?

We have so many on ice but none solely on snow itself. You would think someone from Freljord similarly to Taliyah might just discover that have the ability to conjure snow or something. I'm thinking about just making a champion concept for a champion based around snow. Snow is my favorite "elemental power" and it sucks to not have someone based only around the idea of snow.

His e is an ice blast, not a snowball, and even it was he's still not solely based on the idea of snow like Taliyah is to rocks. Her ult is indeed a blizzard but the rest of her abilities are ice.

So should I make a champion concept on a champion based around snow possibly with a new kind of mechanic that should actually code-able?
